Airport to get Rs 125cr parallel taxiway

another loot of tax payers money … hope this isn’t subsidizing the navy!

http://timesofindia.indiatimes.com/city/goa/airport-to-get-rs-125cr-parallel-taxiway/articleshow/58351130.cms

The move to decrease flight delays at Goa international airport took a step forward with the Airport Authority of India (AAI) awarding the contract to build the parallel taxiway at the Dabolim airport to Dilip Buildcon Limited.

The Rs 125 crore project will see the construction of a 3.7 kilometer-long parallel taxi-track which will improve aircraft turnaround time at the naval-controlled airport.

“AAI has declared Dilip Buildcon as the lowest bidder for construction of parallel taxi track and associated civil and electrical works at Dabolim airport, Goa,” a company official said.

According to the contract, a full length parallel taxi track suitable for B747 type of aircraft will be constructed along the northern side of runway 08-26. The taxi track will be 3.7 kilometers long with a continuous shoulder of 10.5m, sources said.

Dilip Buildcon will also strengthen the existing taxiways, development paths connecting the taxiway to the runway and the parking bay, while replacing the current air washer unit and relocating water and electrical facilities.

AAI officials said that the project will reduce flight delays due to air traffic congestion significantly at Goa international airport as the lack of a parallel taxi track north of the runway delays flights that land at the airport.
AAI is also expected to replace the existing CAT-I Instrument Landing System with a new CAT-I Instrument Landing System.

Goa international airport is spread over an area of 45 acres, but the enclave is under the jurisdiction of the Indian Navy’s INS Hansa airbase which handles the air traffic control operations.
The absence of a parallel taxi track on the northern side of Runway 08 – 26 requires aircraft to backtrack along the same runway after landing in order to reach the AAI terminal, which delays aircraft that are lining up for landing or takeoff. The alternative is for aircraft to queue up along the taxi track on the naval side and wait for the runway to be vacated so that these aircraft can cross the runway to the passenger terminal.
Dilip Buildcon is also building the cable-stayed Zuari bridge. Bhopal-based Dilip Buildcon Limited (DBL) is constructing the new Zuari bridge at a cost of Rs 1,403 crore its debut project in the state. It has teamed up with the Ukrainian company, Mostobudivelnyi Zahin Limited to build the Zuari bridge.

Palolem fishing canoes offer dolphin rides

The licences of these fishing must be withdrawn and they not allowed to fish for an entire season. it is only then that they will feel the pinch of doing illegal business.Unless very strict measures are put in place such activities will keep happening.

http://timesofindia.indiatimes.com/city/goa/palolem-fishing-canoes-offer-dolphin-rides/articleshow/58332594.cms

A few fishing canoesin South Goa‘s tourist hotspot, Palolem, are carrying out adventure sports activities to make a quick buck.

Fisheries department officers from Canacona have reported that the canoes which are to be used solely for the purpose of fishing have substituted angling with dolphin rides for tourists. “We have not issued any permission to these fishing vessels to carry out activities other than fishing. Despite that they have been reported to be involved in tourist activities,” said fisheries director Shamila Monteiro.

One of the Canacona-based fisheries surveyors had recently observed that dolphin rides were being offered by registered fishing canoes. “During an inspection of Palolem beach area, I came across illegal dolphin boat rides using registered fishing canoes without considering safety and security of those onboard at sea,” the Canacona fisheries officer stated in his letter. The canoes charge around Rs 400 per head for the dolphin ride. A group is charged around Rs 2,500 while a big group is asked to pay Rs 4,000.

A single dolphin ride lasts up to an hour and the canoes make anywhere between three to four trips a day.

Seven such canoes have been found engaged in dolphin rides and the coastal security officers in the region have decided to track down the violators

Deeming this kind of activity a security concern, deputy director, fisheries department, Chandrakant Velip, said, “This kind of operation is illegal. After receiving complaints from our officers, we have written to the parties concerned to stop the activity. This is a security concern; we have asked the coastal security police there to ensure that this does not continue.” The security concern is not limited just to the coast but also to the tourists who opt for these rides. While there are a few life jackets on board, it is unclear if the canoes meet safety standards in terms of weight and number of people allowed onboard.

When TOI contacted the Talpona Canacona coastal security police station, they said that their officers have been instructed to patrol the area to ensure there are no violations of this kind.

Present on duty, PI Nerlon Albuquerque, said, “If any such activity comes to our attention, we will submit a report to the department of fisheries following which they are entitled to take action.”

Draft coastal plan may get government nod soon

Hopefully this will not be another scam to drive away the traditional coastal dwellers from their lands and make the beaches into private properties

http://timesofindia.indiatimes.com/city/goa/draft-coastal-plan-may-get-govt-nod-soon/articleshow/58332631.cms

The draft coastal zone management plan (CZMP) for Goa being prepared by the National Centre for Sustainable Coastal Management (NCSCM) will have details of activities to be undertaken by various departments.

It is likely to be submitted to the government for approval by this month.

NCSCM recently held a 2-day meeting with stakeholders, especially government departments, in Chennai, wherein issues pertaining to CZMP were taken up. A draft plan for Goa was discussed wherein CRZ II areas have been demarcated as per the municipal boundaries maps of the directorate of settlement & land records (DSLR).

New CRZ for villages such as Calangute, Candolim and other ODP areas will be demarcated as CRZ II based on the notification by GCZMA, latest by April 26.

During the meeting, it came to the light that most of the departments did not submit the date by which the details would be ready.

The participants decided that the draft CZMPs finalized in the stakeholders’ meeting along with their report will have to be sent to the GCZMA, latest by April 29, for review and approval of the government. The data on the proposed activities projects will be included in the draft CZMP notification as policy statements.

Fisheries department has been requested to send data on fish landing centres. The Department of Mines, Municipal Administration, Captain of Ports and a few others have not provided any data so far. It was decided at the meeting that the GCZMA should send letters to these departments seeking the data.
Departments such as fisheries, tourism, water resource, public works, Goa State Infrastructure Development Corporation and town and country planning have submitted data on the completed projects/facilities, which will be marked on the CZMP. The Directorate of Survey and Land Records have not provided georeferenced cadastral maps to NCSCM, as per the minutes of the meeting.
The draft Goa CZMP notification 2017 will be published in the GCZMA website.
