‘Will examine master plan before making tourism policies’

Any plan has to be first vetted by Nilesh Cabral to suit his needs, whims and fancies. In Goa it is minsters whims and needs before the people!

Goa tourism department will decide its course of action in terms of tourism promotion only after the tourism master plan is ready.

The newly-appointed tourism director Menino D’Souza said he needs to examine the road map for tourism development drawn in the tourism master plan.

“Let me examine the tourism master plan first,” said D’Souza, when asked about his plans for the new department. He said the future developments will have to be in lines with what is suggested in the master plan.
The master planner, a consortium of KPMG and TL, has submitted four modules of draft tourism master plan to the government.

Though the tourism department has improved its functioning in the last three to four years, some of its bigger challenges are yet to be resolved. It started online registration for tourist trades and applications are now processed comparatively faster, yet issuance of licences to beach shacks has to be expedited.
Also, tourism department has not been much effective in plugging revenue leakages. All tourists trades have to be registered with tourism department, yet many get away with their illegal business, for want of effective system to keep a tab on them.
People in the coastal belt put their houses on rent, earning lakhs of rupees, but few register with the department, a tourism official said.

The new board of directors of the Goa tourism development corporation (GTDC), in its first meeting, on Wednesday agreed to set up a convention centre for South Goa in Margao. The convention centre has been proposed to be built on land admeasuring 5,000 sqm which is owned by GTDC, said a GTDC board member.

The board member said the convention centre for Margao has been approved keeping with the demand by the South Goa hoteliers. A year ago, hoteliers from South Goa had submitted a representation to this effect to the government.

It was also decided to float a fresh tender to select an operator to run the multi-level car park facility which has been ready since the last six months.

A separate tender would also be floated to construct a building close to Santa Monica jetty that will have facilities for tourists visiting the jetty, said GTDC chairman Nilesh Cabral.

“We are going for a fresh tendering for the multi-level car park because the finance department had objected to our plan to give the car park on long lease along with jetty property for development,” he said.

The GTDC board also decided to lease out a portion of the Paryatan Bhavan. The FRRO office will be set up in Paryatan Bhavan.

Coastal body orders restoration of lagoon at Siolim within 45 days

http://timesofindia.indiatimes.com/city/goa/coastal-body-orders-restoration-of-lagoon-at-siolim-within-45-days/articleshow/58388631.cms

The Goa Coastal Zone Management Authority (GCZMA) has directed a waterfront resort to clear the mud that was filled in a lagoon of a tributary of River Chapora at Siolim and restore it to its original dimensions of 10,000 sq m. This is part of the restoration measures that are to be carried out by the proprietors within 45 days, as decided by GCZMA at its 144th meeting held on March 21, 2017.

Vaddy-Siolim residents had filed a complaint on March 4 and May 31, 2012, alleging huge development by both property owners, destroying a sluice gate, fish pond (agor) and other water bodies (poin), and encroaching in the ports administration’s property under survey number 318/2.

The area is part of a scenic backwater of River Chapora opposite Siolim church, sources said.

The deputy collector, Bardez, had issued a showcause notice on November 18, 2014, seeking demolition of structures and restoration of land to its original condition after an inquiry. Alleging that the GCZMA did not initiate further action, Anthony D’Souza, Joseph Noronha and other residents had approached the National Green Tribunal (NGT).

The tribunal, in September 2016, had directed the GCZMA to fix two hearings for the respective property owners, on November 15 and 16, 2016, and decided the matter within four weeks. But, one of the respondents, who purchased the property in 2008, stated that he had only “carried out maintenance, aesthetically, with natural material at the opening, with the panchayat’s approval”.
The retaining wall was repaired as it had sunk due to erosion and asphalting of road was done. He had revealed that plans were afoot to install a sluice gate, but he denied encroaching in the creek.
GCZMA expert member Antonio Mascarenhas confirmed in his report, after inspection, that the lagoon admeasuring 10,000sq m in 2003 had been reduced to 6,300sq m as per a Google image of 2015. Further, the narrow, ancient sluice gate opening into the creek was widened to 12 metres, the report stated. Villagers had alleged that the sluice had been destroyed.
