Lokayukta P K Misra on Wednesday directed the tourism department to stop payments to companies cleaning Goa’s beaches till further orders. This comes in light of allegations by Porvorim MLA Rohan Khaunte, social activist Aires Rodrigues and citizen Suraj Borkar that the beach-cleaning project was a multi-crore scam. Misra also issued a notice to the tourism department instructing it to produce the entire beach cleaning file, while the director of vigilance has been asked to file a detailed report on the investigation conducted into the complaint filed by Rodrigues on May 18 last year.

Rodrigues told TOI that the Goa Lokayukta has ordered the director of tourism to stop payments to Ram Engineering and Construction Company and to Bhumika Cleantech Services Private Limited. Both companies were entrusted with keeping the state’s beaches clean.

In his complaint to the vigilance department, Rodrigues had sought that a first information report (FIR) be registered against state tourism minister Dilip Parulekar, owner of Ram Engineering and Construction Company and Bhumika Cleantech Services Private Limited Manish Mohata, tourism department officials and brother of former chief minister Manohar Parrikar, Avdhoot Parrikar, among others in connection with the alleged multi-crore scam in the tender of the comprehensive management of cleanliness of Goa’s beaches.
Rodrigues had pointed out that under the so-called scientific method of beach-cleaning, the contract was awarded to these little known companies at an exorbitant Rs 14.56 crore annually while during the earlier years, the cleaning of the state’s beaches cost the government an average of Rs 2 crore annually.
Khaunte had filed a complaint before the Goa Lokayukta seeking investigation against Parulekar and others in the alleged Rs 14 crore fraud involving beach-cleaning contracts.
In his complaint, the Porvorim MLA provided a list of 39 persons, including tourism officials, finance secretary and under-secretary, chief secretary, the Goa shack owners’ association, Cavelossim and the Goa Coastal Zone Management Authority(GCZMA), who, he said, could provide inputs during investigation.

Govt gets notice over casino licence

On one hand the CM says that casinos in the state have come down….on the other hand we hear of applications being permitted and permissions being granted to new casinos!

http://timesofindia.indiatimes.com/city/goa/Govt-gets-notice-over-casino-licence/articleshow/53069191.cms

The high court of Bombay at Goa, on Tuesday, issued a notice to the government in connection with a petition filed by an NGO, GenNext, seeking a directive to the state government not to issue a casino licence to a 5-star hotel.

Durgadas Kamat, chairman of GenNext, said that they have objected to the hotel building a new structure for casino operation. A complaint was filed with the home department but no action was initiated. “Hence, we have moved the court to stop the activity. A new structure has been put up, and in its support, the town and country planning department has issued a technical order. This order is being challenged”, Kamat said.

The government is on the verge of giving the licence as it has become BJP‘s policy to support the casino industry at all cost, he alleged.

State readies to host first-ever bird festival

Another avenue being thrown open without much though from Arlekar. There is absolutely no planning that goes on with this government. Someone thinks of making a fast buck and the government buys it thoughtlessly

Preparations are on to hold the ‘first-of-its-kind’ bird festival in Goa.

“We are consulting experts to be able to host the bird festival in Goa by October or November 2016,” minister for forest and environment, Rajendra Arlekar said. Deliberations are on and the plans will be out tentatively in a week’s time, he said.

The minister told TOI that as per the tentative plan, the festival will be held over three days. While stating that no final decision on the venues has been taken, Arlekar said that the festival base may be at Bondla and the other venues will be atSalim Ali bird sanctuary at Chorao and Carambolim lake.

“We are in talks with experts and those in the know who will guide the government on the venues and how to go about it”, he said. One venue could be in South Goa.

He said it’s a matter of pride that out of 1,000 bird species in the country, Goa has around 460.

“We not only get foreign tourists but also get birds from foreign countries,” Arlekar said adding that there is a huge potential for avian tourism as the number of birders is growing steadily.

He said that the government would do whatever is necessary to promote Goa as a birding destination.

“Even among locals, there is huge enthusiasm as the young and old are go on bird-watching trips with binoculars and cameras,” he said.

http://timesofindia.indiatimes.com/city/goa/Monsoon-arrival-ushers-in-whitewater-rafting/articleshow/53051661.cms

Whitewater rafting, the best monsoon activity in Goa that draws thousands of watersports enthusiasts has finally resumed in the River Mhadei after a delayed monsoon. The river rafting facility will be available from July to October 2016, subject to availability of rapids and adequate water currents, and suitable weather conditions. There will be two trips beginning at 9.30am and 2.30pm every day. The rafting activity is open to both adults and children above 12 years.

Whitewater rafting activities are carried out in accordance with internationally-accepted norms. Trained instructors are hired and operations run with a ‘safety first’ policy. Each passenger will be provided with safety equipment like lifejackets, paddles following the instruction sessions from experts, said a GTDC press statement.

Guests, engaging in rafting, can now video record their fun moments as video filming facility is made available at charge. Also, a changing room facility has been built. Chairman, Goa tourism development corporation (GTDC), Nilesh Cabral, said, “White water rafting is a watersport adventure activity that has become very popular during the monsoon. We are confident that the 2016 edition will also get an overwhelming response”.

The trip starts at the rafters meeting point next to Earthen Pot Restaurant, Valpoi, in North Goa from where a vehicle transports the rafters through the jungle on a 25-minute drive, followed by a 10-minute walk into the Mhadei river valley before reaching the river side. The rafting expedition, on rafts for six to eight persons through numerous class 2 and 3 rapids, covers a distance of 10 kilometers in 90 minutes.

Govt may give more time to Mopa airport RFP bidders

The state government is comtemplating an extension to bidders for the submission of request for proposal (RFP) to construct the greenfield internationalairport at Mopa. With the last date for submitting RFP being July 11, only two of the five bidders have shown interest in participating.

The five companies participating are GMR, GVK, Airports Authority of India, Essel Infra and Voluptas Developers. Essel Infra is partnered with Zurich Airports and Voluptas Developers which belongs to the Hiranandani group with Vinci Airports, Rome, to develop the airport.

Chief minister Laxmikant Parsekar said that final extension would be granted till end of July

Sources in the government said that two of five bidders have some issues due to which they may not submit the RFP, whereas one company has sought more time to submit the RFP. Sources added that two companies including the Airport Authority of India are closet to submitting the RFP.

“If there are only two bidders then there won’t be healthy competition which is why the government is considering an extension so that at least one more bidder participates,” sources said, adding that the government may extend the deadline by a week.

Last week, the Goa State Pollution Control Board (GSPCB) granted a consent to establish under the Air and Water Acts, with conditions, to the greenfield international airport at Mopa.

On October 28, 2015, the ministry of environment, forest and climate change had granted environment clearance to the airport.

A board official said that though consent has been granted, any change in the plan– to water consumption, waste water generation, solid waste generation and treatment, air emission and treatment, etc, — will require the bidder to reapply for consent once the project is handed over to them.

The proposed airport, located in Mopa, Varconda, Ugvem, Chandel, Casarvarnem and Ambrem on a total of 81,29,455sq m, has a passenger handling capacity of nine million per annum.

Prime Minister Narendra Modi has assured chief minister Laxmikant Parseker of laying the foundation stone for the airport in September, a source said.
