If this were a survey that covered only the foreigners, then Goa would have ranked no1. The Goans tend to look at the foreigner as has better tourist and look down on the Indian tourist who most of the times spends more money that benefits the local economy then the white tourist who spends little or nothing as they come on all inclusive packages
