This report is a product of a long process of community organizing that preceded and continued parallel to a participatory action research project among the small and medium enterprises in the accommodation segment.
The study, which was initiated and funded by the members of the newly launched Federation of Small and Medium Hotels Guesthouses in Goa (FOSAM), was also financially supported by EQUATIONS, Bangalore which has been an advocate of equitable tourism for over two decades.
